Probably the server is overloaded, down or unreachable because of a network problem, outage or a website maintenance is in progress.

A Domain Name System (DNS) allows a site IP address (192.168.x.x) to be identified with words (*.com) in order to be remembered more easily, like a phonebook for websites. This service is usually provided by your ISP.

Clear your local DNS cache to make sure that you grab the most recent cache that your ISP has. For Windows – (Start > Command Prompt > type “ipconfig /flushdns” and hit enter). For details choose your operating system :

If you can access a website at office or from a 3G network yet it’s not working on your computer, it is a good idea to use an alternative DNS service other than your ISPs. OpenDNS or Google Public DNS are both excellent and free public DNS services.

Check our help page for step-by-step instructions on how to change your DNS.

Green card lottery website down since Wednesday, causing worry among entrants

The 2019 green card lottery site has been down since Wednesday, causing great concern among entrants.

Known as the Diversity Visa lottery, the program grants green cards to 50,000 individuals from countries with low immigration rates in the prior five years.

Due to the technical problems, the U.S. Department of State announced it is closing the DV-2019 lottery until this Wednesday at noon. It will reopen then and run until Wednesday, Nov. 22, at noon.

If you submitted prior to the closure, you must resubmit.

The State Department advises that confirmation numbers received for entries submitted from Oct. 3 to Oct. 10 are no longer valid. Put another away, act as if the DV-2019 lottery entry period begins Oct. 18 and the prior entry period never happened.

You can read the State Department announcement at dvlottery.state.gov/. Get more information about the lottery at the State Department website, bit.ly/2dk2Bnu.

Q: How can I find a good lawyer to help my girlfriend get a green card once we marry? I am a U.S. citizen, planning to marry my Italian girlfriend. I have no idea when it comes to lawyers. Can you recommend a good immigration lawyer? I’d hate to just pick one based on an internet review.

A: When I need a lawyer outside the immigration law field and can’t find a friend to recommend one, I contact a local bar association. Many can refer you to a lawyer who concentrates in immigration law. You can find a national list of local panels at americanbar.org/groups/legal_services. In New York City, try the Bar Association Referral Panel at (212) 626-7373 or online at http://www.nycbar.org/get-legal-help/.

The New York City Bar Association Panel charges just $35 for an initial consultation and it screens and approves panel members based on expertise. Readers contacting a panel in another city should check to see if they screen their lawyers. Just being a member of a bar association does necessarily mean the lawyer is expert in the field.
